James (Jim) Gosler
Mr. James R. Gosler currently serves as a Senior Fellow at Johns Hopkins University’s Applied Physics Laboratory. He has over forty-five years of laboratory, government, and military experience. His various roles include senior executive, senior advisor, organizational development, business development, program management, and technical cadre development. His areas of interest and expertise include: clandestine technical operations, cyber security, counter-terrorism, counter-proliferation, and nuclear weapon security.
Prior to joining APL, Jim’s experiences include a thirty-three year career at Sandia National Laboratories. His contributions at Sandia began in 1979 and included establishing a performance modeling-simulation program in the Data Processing Operating Systems Design area and developing attack methodologies for both cryptographic and nuclear weapon systems in the Adversarial Analysis area. In 1989, Jim was invited by the National Security Agency to serve as Sandia’s first Visiting Scientist to Fort Meade, MD. Following his return to Sandia, he established and directed the Vulnerability Assessments Program.
In 1996, Jim entered the Senior Intelligence Service at CIA as the first Director of the Clandestine Information Technology Office (CITO). This office was formed to establish Information Operations as a core and focused CIA discipline. Through the innovative integration of targeting, analysis, technology development, technical operations and human operations, CITO’s operational capability significantly augmented and complemented CIA’s core operational competencies.
In 2001, Jim returned to Sandia as a Senior Scientist and in 2003 was appointed a Sandia Fellow. From these positions, he supported National Cyber, Critical Infrastructure Protection, Counter-Proliferation, and Counterterrorism initiatives. Additionally, he continued to provide service to DOD and IC leadership as a subject matter expert through his participation on numerous Boards, Task Forces and Studies.
Mr. Gosler was in active duty and reserve assignments for the United States Navy. His active-duty role included Instructor/Deputy Division Director at the Naval Nuclear Power School. As a reservist, he was the Commanding Officer of Naval Shipyard Long Beach, Naval Research Laboratory, and Navy Combat Documentation reserve detachments. His efforts resulted in commissioning the first Naval Reserve Unit dedicated to INFOSEC in 1994. He retired at the rank of Captain (O-6).
Mr. Gosler received a B.S. in Mathematics and Physics from Samford University, and a M.S. in Mathematics from Clemson University. Mr. Gosler’s awards include: DOD’s Eugene G. Fubini Award, Lockheed Martin’s NOVA award, CIA’s DONOVAN award, Director of CIA Director’s Award, CIA’s Intelligence Medal of Merit, National Intelligence Medal of Achievement, and the Legion of Merit. He currently serves as a member of the Defense Science Board Permanent Subcommittee on Threat Reduction and the Secretary of the Navy’s Science and Technology Board.
